ABU DHABI, UNITED ARAB EMIRATES and DUBAI, UNITED ARAB EMIRATES--(Marketwire - April 20, 2010) - King & Spalding, a leading international law firm, has expanded its presence in the Middle East by adding two senior lawyers as counsel: Timothy Burbury in Abu Dhabi and Leroy Levy in Dubai.
Prior to joining King & Spalding, Burbury led the construction and infrastructure practice of DLA Piper in Abu Dhabi. He has advised master developers, government-owned entities, utilities, infrastructure funds and EPC contractors on their involvement in energy, transport, social infrastructure (healthcare, education, tourism) and property projects. Burbury has particular expertise in structuring, documenting and negotiating complex "facility" projects in those sectors under traditional and concession/PPP models. Most recently, he has advised the Tourism Development & Investment Company, Abu Dhabi National Exhibitions Company, Mubadala Development Company and Mubadala Infrastructure Partners on a number of projects in the Middle East.
Burbury received a Combined Bachelors of Commerce and Law (LL.B.) with honors from the University of Tasmania and a Graduate Diploma in Construction Law from the University of Melbourne.
Levy, an infrastructure lawyer, joins King & Spalding from Trowers & Hamlins. He has over 10 years' experience representing clients in the Kingdom of Saudi Arabia and has worked on a number of innovative and groundbreaking deals. Many of these transactions have won international deal awards, including the Mobily 2nd Global System for Mobile Communications (GSM) License and the Shuaibah Independent Water and Power Production (IWPP). With the Shuaibah IWPP marking the first IWPP in the Kingdom, Levy has played a major role in shaping the power and water sector in Saudi Arabia and is considered to be a market leader in the utilities sector.
His experience includes power and water, petrochemicals, industrial cities and all forms of process plants. Much of his work involves project finance and a substantial part of that includes Islamic finance.
Levy received his Bachelors of Law (LL.B.) with honors from Queen May College, University of London, England, and his MSC in construction law and arbitration from King's College, University of London.
