Contract sharing scheme in Longueuil: A total of $22,500 in fines for Normand Fallu


MONTREAL, Aug. 20, 2018 (GLOBE NEWSWIRE) -- The Disciplinary Council of the Ordre des ingénieurs du Québec rendered its decision on guilt and sanction in the case of Normand Fallu, who has been ordered to pay a total of $22,500 in fines.

Normand Fallu was found guilty of violating two sections of the Code of Ethics of Engineers for tolerating a contract sharing scheme designed to circumvent the competitive bidding process of the City of Longueuil and for participating in it on several occasions. Mr. Fallu’s alleged offences were committed between 2005 and 2010, while he was Vice-President of Business Development at Dessau in Longueuil.

Furthermore, Mr. Fallu was found guilty of violating section 114 of the Professional Code for hindering the work of the OIQ’s Syndic by providing false or incomplete information during an interrogation in May 2016.

The full version of the Disciplinary Council’s decision, including the summary of charges, is available on the OIQ’s Web site. In its decision, the Disciplinary Council also ordered Mr. Fallu to pay all costs in connection with the processing of the complaint.

As a reminder, the sanctions imposed by the Disciplinary Council are meant to protect the public by dissuading professionals from repeating offences and by setting an example for other members of the profession.
