With almost 40 years of Military and Law Enforcement Experience, Jay is a US Army veteran assigned as a Medical Sergeant (18D) to the Army Special Operations Command, Fort Bragg, NC. After leaving the military Jay started his Law Enforcement career in Colorado working Patrol, SWAT, Narcotics, Special Investigations, Gang and firearm task forces, the Joint Terrorism Task Force. Jay has been a Military and Law Enforcement trainer for over thirty years specializing in arrest control self-defense, firearms, tactics and medical training. Jay has degrees in Criminal Justice Forensic Science and Management.
Jay has consulted and instructed at the state and national level, writing several articles, policies, and lesson plans for State, Federal and Military organizations. After the attacks of 9-11 Jay joined the expanding Federal Air Marshal Service, becoming the training officer for the Denver region, Jay implemented training for Air Marshal firearms and Tactics, the Federal Flight Deck Officer Program, and the Flying Armed course for all State and Federal Law Enforcement flying with firearms. While with the Air Marshal program Jay was appointed to assist in the development of policy and procedure, legal review, and the development of both indoor and outdoor firearms ranges for the Air Marshal Program
Jay has been a member of several professional organizations to include the Colorado Law Enforcement Firearms Instructors Association, International Association of Law Enforcement Firearms Instructors, National Tactical Officers Association, National Shooting Sports Foundation, NRA-Law Enforcement, International Association of Identification, Colorado Homicide Investigators Association, Association for Crime Scene Reconstruction, Special Forces Association, Emergency Management and Homeland Security Professionals, USSOCOM Alumni, Counter Terrorism Instructors Association, Law Enforcement and Security Consulting Group, FBI- Law Enforcement Executive Development Association. Jay has also been recognized as an expert in Use of Force, Firearms and Weapons, and Psychophysiology in state and federal court.
During his career Jay has been inducted to the American Police Hall of Fame, Optimist Officer of the year, Dupont Kevlar Survivors Club, received awards from US Department of Homeland Security, US Department of Justice, Federal Law Enforcement Training Center (FLETC). Awarded two Medal of Valor, the Purple Heart, Silver Star, Lifesaving Medal, three Meritorious service Medals, the Legion of Merit and over 70 letters of accommodation and Chief’s Letters.
