HiEnergy Technologies Completes Safety Certification and Licensing for Sealed Source and Device Registration

IRVINE, Calif., Oct. 27, 2006 (PRIMEZONE) -- HiEnergy Technologies, Inc. (OTCBB:HIET), the homeland security industry leader in neutron-based diagnostic technology, today announced that the State of California -- Health and Human Services Agency (HHSA) has issued a sealed source and device registration certificate and an expanded radioactive materials license for its SIEGMA(tm) Atometer(tm) explosive detection systems.

The issuance of the certificate and license were based on successful evaluations performed by the HHSA of the safety of HiEnergy's SIEGMA(tm) 3E3 and 3M3, as well as HiEnergy's internal quality assurance and control program. Safety evaluations included the review and approval of the systems' design and operating procedures, confirming that radiation levels during proper use neither exceed allowable limits nor represent a health risk to the operator or the general public.

Accordingly, the HHSA has certified that HiEnergy's SIEGMA(tm) explosive detection systems are safe and acceptable for commercial distribution and sale to authorized users in the United States and territories. Regulatory authorities at both the national and state levels will be able rely on this certificate in their evaluation of license requests by current and potential buyers and operators of the Company's SIEGMA(tm) systems.

"Receipt of this certification and licensing from the State of California is not only an important milestone in the advancement of our efforts to market and sell our novel Atometer(tm) explosive detection devices, but also an important confirmation to first responders, law enforcement, military personnel, and other security professionals as to the safety of our technology," stated Roger Spillmann, HiEnergy's President & CEO.

The Sealed Source and Device Registry maintained by the U.S. Nuclear Regulatory Commission (NRC) contains the results of safety evaluations performed by the NRC and state agencies responsible for radiation safety and radioactive material licensing, on devices that contain radioactive material, such as SIEGMA(tm).
