Government of Navarra Deploys NetManage OnWeb to Improve User Experience

Solution Reduces the Learning Curve for Higher Quality, More Efficient Transactions

NetManage OnWeb is a server-based software solution that enables the fast development and deployment of new business processes by integrating information systems and transforming them into customized Web services quickly, securely and without costly modifications.

The Navarra Government's Planning and Innovation Service set its current project in motion in order to enhance the internal client experience. The goal was to optimize the ability of the Treasury and Health office engineers and staff to manage applications, expand and improve services and reduce the users' learning curve. The agency needed these improvements done in a short period of time.

Over the past three years, the Office of Innovation and New Procedures for the Navarra Government's Planning and Innovation Service had been rewriting all of its applications in .Net, very slowly substituting the host application. To speed up the Web services process and meet its project time requirements, the agency went searching for a tool that would complete the project more quickly.

"With OnWeb's functionality, it is possible that we won't have to completely substitute the host," said Tomas Guerrero, Head of the Office of Innovation and New Procedures for the Navarra Government's Planning and Innovation Service. "Instead, we can choose a hybrid solution that will integrate both environments." Process of Implementation

During the last twenty years, the government of Navarra has made a significant effort to set up its processes, system and database in order to create enhanced flexibility and performance for its tax calculation system. The goal is to use NetManage OnWeb to set up a first phase for optimizing all internal calculations and processes. In a second phase, OnWeb will be used to provide external access.

In this way, the typical "green screens" of the mainframe will be substituted with a more intuitive visual and graphical interface, which will greatly reduce necessary user training. Initially, the most frequently used screens will be enriched and, by user request, tool tips and help documents will be directly incorporated. The impact of the new solution will be substantial since coding the mainframe applications currently requires that users simultaneously consult print manuals and other help documents in order to be able to manage the applications.

In order to realize a more simplified interface and, above all, unify the work environment, the NetManage solution will capture the CICS map and all information that is not inherent in proprietary applications and combine them into a single composite application for the user.

In the second phase planned for October 2007, the work of the technical staff of the Treasury office will be reorganized and, using OnWeb, access will be provided to tax calculations so that processes will be minimized, greatly improving task and response times.
