Sustainable Energy
The Dutch green certificates are certificates of authenticity for electricity produced in a sustainable manner. From January 2002 the Dutch government extended its green certificate program to include imported electricity.

Statkraft Markets is the first company to register green certificates from imported power into The Netherlands. The first 25 000 green certificates are based on hydropower produced in Norway, and qualify the producer of the hydro electricity for the producer subsidy under Art. 36 o of the Regulatory Energy Tax in the Wet Belasting Milieugrondslag.

Green Certificate Trading - GCB and RECS
Since the second half 2001 the Dutch Green Certificate Body (GCB) has kept a record of the green electricity produced in The Netherlands. The Dutch end user segment is still partially regulated, but when buying green energy the customer is free to choose supplier, and benefits from reduced energy taxes. This has resulted in a dramatic increase in demand for green electricity. In order to meet this demand and maintain the pace of market liberalisation, the Dutch Government decided to change the regulations in October 2001, such that imported green electricity could also qualify for green certificates starting January 2002.

As a result of this a new system for trading green certificates across borders had to be designed and built by the Green Certificate Body (a subsidiary of TenneT, the Dutch system operator). Statkraft Markets has as an active market participant contributed with its expertise to the GCB.

The development of the Dutch green certificate system is closely linked to developments of the pan European Renewable Energy Certificate System (RECS). Statkraft has also played an active role in co-operating with Statnett - the Norwegian system operator - in order to develop the Nordic RECS and bring the Dutch and RECS systems closer in line with each other. Statkraft is very pleased with the good and close co-operation it has had with both the GCB and Statnett, in order to achieve effective and good solutions for implementation of the necessary systems.

The registration of green certificates from imported renewable power in the GCB will lay a good basis for controllable international certificate trade, as well as giving important signals to countries and producers who are interested in RECS.

Statkraft's ambitions
Statkraft is highly focused on developing renewable energy sources. Together with its partner companies, it is the 2nd largest producer of hydropower in Europe. Statkraft will continue its focus and investments in renewable energy. Within 2010 the Company aims to produce 2 TWh from wind power and an additional 7 TWh from other renewable sources.
