Fueled by the September 11th, 2001 terrorist attacks, the U.S. government created the Department of Homeland Security (DHS). DHS focuses on preventing further attacks, reducing America's vulnerability to terrorism and minimizing the damage and recovering from incidents that may occur.

DHS's funding for 2004 is estimated to be $36.2 billion -- representing a 7.4% increase over 2003 and a 64% increase from 2002. This includes approximately $500 million to assess the nation's critical infrastructure, including the transportation system, and to ensure that vulnerabilities are addressed. Over $800 million was requested to develop partnerships with the private sector to research, develop and deploy new technologies that will make America safer. The budget also requests $5.9 billion for Emergency Preparedness and Response and $18.1 billion for improving border and transportation security.
