AS "Latvijas Krājbanka" Statement on the Public Offering of the New Issue Shares

STATEMENT ON THE PUBLIC OFFERING OF THE NEW ISSUE SHARES 

The joint-stock company "Latvijas Krājbanka" (hereinafter referred to as
Krājbanka) informs that Krājbanka, according to the decision "About the AS
“Latvijas Krājbanka” stock capital increase" adopted at the extraordinary
meeting of the shareholders on 16.02.2009, commences the public offering of
5'000'000 (five million) new issue ordinary bearer shares at nominal value LVL
1 (one lat), category - with right of receiving dividends, receiving
liquidation quota and with voting right at the meeting of shareholders
(hereinafter referred to as the Shares). Sales price of one Share is LVL 1,50. 

Subscription to the Shares is launched on the 5 May 2009 at 10:00 o'clock and
will proceed in three stages. During first two stages right to subscribe to the
Shares will have those shareholders of Krājbanka, who, in accordance with the
list of the shareholders prepared by the joint-stock company “Latvian Central
Depository” as of 10 March 2009 (at the end of the day) will be defined as the
owners of the ordinary and/or preference shares of Krājbanka (hereinafter
referred to also as - the Shareholders), but during the third stage - also
other investors in accordance with the procedure set in the Issue prospectus of
the joint-stock company "Latvijas Krājbanka" (hereinafter referred to also as
the Prospectus). 

During the first subscription stage, which will proceed from the 5 May 2009
until 5 June 2009 (including), the Shareholders of Krājbanka can use their
pre-emptive rights to subscribe to the Shares proportionally to the number of
ordinary and preference shares possessed by each Shareholder as of 10 March
2009 (by the end of the day). 

It is possible to review the Prospectus and receive it every working day from
9.00 until 17.00 at the client service centre of the Krājbanka, located at 15
Daliņa Street in Riga, after previous application by the phone +371 67092078.
