PHILADELPHIA, PA--(Marketwire - Apr 2, 2012) - The 99% Working Group released its updated plans for an election of a Continental Congress 2.0 which the group argues will "reboot American Democracy."
I. During the weekend of June 1, 2012, the People shall elect two Delegates, one identifying as male and one identifying as female, by direct democratic vote, from each of the existing 435 Congressional Districts, including the District of Columbia, Puerto Rico, and four U.S territories, to represent the People at a Continental Congress 2.0 meeting as a NATIONAL GENERAL ASSEMBLY. ** Voting will be through a secure, auditable online voting system using "e-ballots" provided by Votenet Solutions, Inc. Everyone who registers as a voter at http://www.thenationalgeneralassembly.org/voter-registration/ will have the e-ballot emailed to them shortly before the polls open on June 1, 2012.
II. Following the online election over the weekend of June 1, 2012, the newly elected Delegates to Continental Congress 2.0 shall meet via conference call, electronically and in person, to confer and write a "PETITION FOR THE REDRESS OF GRIEVANCES" as authorized by the Speech and Petition clauses of the United States Constitution. By June 15, 2012, each state delegation will submit a list of their constituents' "top ten grievances" against the federal government to be redressed. After removing duplications submitted by all the state delegations, the 99% Working Group will present the list to the Delegates in Philadelphia for their consideration and ratification. It is anticipated that the final list of grievances and solutions will contain about TEN key points of great "public import" related to the corporate takeover of our democracy and regulation of the financial predators on Wall Street. The Delegates alone, in consultation with their constituents, will be responsible for the content of the final petition.
III. During the week of July 4, 2012, the 878 delegates will meet in Philadelphia as a National General Assembly (NGA) at Continental Congress 2.0 to ratify a final petition on July 4th for a redress of grievances. The ratified PETITION FOR A REDRESS OF GRIEVANCES will be signed by the Delegates and then read at a ceremony and rally at Independence Hall the afternoon of July 4, 2012. A press conference, speakers and live music are planned to take place in Independence Mall.
IV. The final ratified and signed Petition for Redress of Grievances will be presented to all 535 members of the 112th Congress, the nine members of the Supreme Court, the President of the United States and each of the political candidates seeking federal public office in the November 2012 general election. Each of the political candidates will be asked to respond to the ratified petition and each of their responses, or lack thereof, will be shared with the voting public in a series of wire press releases made in each of the 435 Congressional districts prior to the November general election.
V. Following the 2012 general election, the Delegates will give the new 113th Congress, President and the Supreme Court a reasonable time, to not just address but redress the grievances and solutions listed in the ratified petition. If the grievances are not redressed to the satisfaction of the Delegates, they will reconvene and begin to organize a new grassroots campaign for those political candidates who publicly PLEDGE to redress the grievances. These candidates will receive the full financial and political support from the delegates and the 99% Working Group in the Congressional mid-term election in 2014 and in the elections of 2016 and 2018. This effort will continue until the entrenched corporatists, perpetually holding office despite a 9% approval rate, are removed from power.
VI. In the event the ratified petition is ignored by the government, attorneys for the Delegates will file an action in federal court to compel Congress, the Supreme Court and the President to immediately redress the public's grievances which are of vital import to all Americans. See generally, Borough of Duryea, Pa. v. Guarnieri, 131 S.Ct. 2488 (2011) for a summary of the Petition and Speech power granting the citizens of the United States of America the right to enforce a Petition for Redress of Grievances in Federal Court.
