California Community-Supported Marijuana Legalization Initiative Begins Circulation for 2016 Ballot

SAN JOSE, CA--(Marketwired - Feb 13, 2016) - For the first time in California history, a marijuana legalization Initiative can be downloaded and printed at home, using standard 8.5x11 paper and any printer. The Marijuana Control, Legalization and Revenue Act of 2016 (MCLR) is now seen by activists, operators and community leaders as the best alternative to the Medical Marijuana Regulation and Safety Act (MMRSA) and the Adult Use of Marijuana Act (AUMA) that could devastate California's current marijuana industry.

MCLR's language represents over three years of outreach to farmers, operators, patients and activists in a grassroots "open source" document aimed at legalizing marijuana. The initiative would legalize marijuana, fixes problems created by MMRSA and provides a way for the existing medical marijuana industry to transition into a well-regulated market. This is in stark contrast to AUMA, which many say will only severely reinforce some of MMRSA's biggest flaws.

"The regulations in MMRSA will soon force over 95% of existing cannabis operations to close or go back to the black market," said Dave Hodges, proponent for MCLR. "If a bad marijuana legalization Initiative on the 2016 ballot, such as AUMA, passes, it could be over 20 years before we can pass another voter initiative to fix it. It has never been more important to get MCLR on the ballot."

Petitions are now available for two versions of MCLR, Initiative #15-0087, known as Version 5, and Initiative #15-0085, known as Version 3.

Version 5, or MCLR Light, is a single page document that can be downloaded, printed, signed and circulated by anyone with an Internet connection. This unique document is the first marijuana legalization initiative specifically developed to use social media and the Internet community. MCLR "light" covers the basic issues for cannabis reform in California and requires the legislature to create detailed regulations.

Version 3, also known as MCLR Core, is a comprehensive initiative drafted by the California community. It was created to ensure strong regulations that address all issues under current medical marijuana regulations in the state while providing a way for adult social use to flourish. The version 3 petition is complete, but due to its length, must be professionally printed.

Michael Grafton, an MCLR proponent, stated, "This is the most democratically drafted initiative ever created by and for Californians. The only things preventing voters from having the best option in November are signatures and money. With MCLR V5 and the Internet, we can get the signatures needed with much less money."

"With the deadline for submitting signatures in less than 90 days, it's down to the wire for 2016. Raise the money now or you might lose your rights forever," said John Lee, another MCLR proponent. "In 2010, the last time marijuana legalization was on the ballot, the money needed for successful paid signature gathering was raised in less time than there is now. It can still be done. We must do it now!"
