However, Simon discovered that millions of dollars were somehow missing from the program. After Simon brings his findings to his superior officer, the entries stop. Sam, who loves a good conflict and despises dishonesty, is eager to get to the bottom of this conspiracy that tangles German POWs and American officers. With a little help from his friends, he follows a path straight to a Chicago businessman who may or may not be a German POW allowed to enter America posing as another soldier.
